Weill Cornell Medicine supports passage of Assembly Bill A.6744 and Senate Bill S.7136, which would authorize New York State to join the Psychology Interjurisdictional Compact (PSYPACT), a national effort to ensure that patients continue to have access to care provided by their psychologist when crossing state lines. When a licensed psychologist in New York State (NYS) seeks to continue providing services to a patient who is a resident of New York but is temporarily residing in another state, the ability to provide care across state lines depends on the laws of the state where the patient is located at the time of service, as most states regulate the practice of psychology within their jurisdiction. PSYPACT allows licensed psychologists in member states to provide telepsychology services and temporary in-person care across state lines.
A patient’s need for health care to address anxiety, depression, trauma and mental health crises exists independently of ZIP codes or state lines. At a time when the mental health crisis is deepening—especially among college-aged youth, veterans, and working families—this legislation will expand access to care, strengthen our workforce, and align New York with over 35 states already advancing this modern solution.
